AMAT Downgraded by UBD Securities

TO ALL:

Does anyone know what the laws re: market manipulation are? IMO, after a firm such as UBS downgrades, they should not be allowed to by the stock for a period of time, whether that window is 2 days or 2 weeks is debatable. But by downgrading at this point, they only exacerbate the panic surrounding this stock and create enormous opportunities for themselves at our expense. I am very skeptical of these firms and their upgrades/downgrades and believe they conspire against the individual investor to profit for their institutional clients. What do others think of such a law to prevent downside manipulation of a stock?
