Geithner was HEAD of the NY Federal Reserve Bank - the 'first bank among equals of the Federal Reserve Banks - and the Federal Reserve Bank that is charged with the oversight of Wall Street. FYI, the head of the NY Fed. has traditionally been considered to be the number two guy in the Federal Reserve system (making him, when in that slot, #2 at the Fed... behind Benanke). He was also the one guy at the Fed who was working most closely with Bush's Treasury Secretary Hank Paulson on the problem of the financial crisis....
