I don't think they know what are they talking about. The currency devaluation has two effects, first is making import more expensive, and second is making export more profitable, and those countries, including Japan, Taiwan, Korean, Singaope, etc, are export oriented. So, I think they can afford to spent a little bit more on equip, but make more profit on goods which will export to US.
