I'm sure he didn't.

(I'm also equally sure that President Obama doesn't assume that either.)

And I'm triply sure that you don't have any quotes from EITHER President saying that they ever assumed any such a thing. :-)

However... I'm just as certain that both Presidents understood that elections matter, that they have consequences, and that they *both* completely understood the American concept of a "mandate" after a big national election win.
