If they are growing, I'd guess fertilizer runoff. They occur along coasts - in US waters in the GOM and off Chesapeake Bay.

Gotta grow lots of corn for Obama and Daschle's ethanol boondoggle. That means more fertilizer in the corn belt which drains down the Mississippi to the GOM.

But you don't have to use chemical fertilizers to cause nitrogen runoff - Amish farmers who manure their fields really heavy contribute a good bit to the Chesapeake Bay dead zone problem.
