The macro-macro picture is double edged. On one side we have the romantic humanistic belief in the omnipotence of the human mind. We have faith that rational mind can find a way out of any problem. So, it only makes sense to develop theories and models - and to become proactive, and try acting on the basis of those models before we allow the problems to become "too" severe.

On the other side, we have the political classes who are genetically programmed to go after money and power. To them, the sin of omission is far more threatening than the sin of commission. If they do nothing and things work out, they get no credit - they only demonstrate their irrelevance. Otoh, if they do something and it fails - they become even more needed and "essential" - in order to try solving problems as they keep coming up.

(Like, say, they trigger hyperinflation and kill the dollar -- Oh shit! Now we need them even more - to control the situation, and to save the day, and print new money).
