Let's assume the collision was intentional.

If you had arranged the collision, you would want to observe it.

Note that collision took place over Siberia, not Hawaii or Florida.

I am still inclinded towards 1) instead of 3)

Another view -

A few months ago, China cause two of their satellites to collide, demonstrating their capability.

Later, the US hit an old US satellite using a Standard missle.

If Russia caused this, it shows they also have an anti-satellite capability.

Someone needs to tell the Russians: you are supposed to take out your own satellites.
