The consolidation of powers in the executive was an important one.

That statement is utter nonsense.....Bush was pushing back against an erosion by the Court and Congress on Presidential power and prerogatives which began under NIxon and became particularly acute during the Clinton years...nothing fascist about that.....our Constitution establishes three co-equal branches of government which act as checks and balances on each other....
