he accepted the job after the stimulus plan had been announced AND after the vote had passed the House with unanimous opposition from Republicans.

He definitely resigned because of the White House wanting to move the director of the Census Bureau more under their control. I can see why the Republicans are deathly afraid of this and it may not have been the proper time for the president to make this move (if at all). The parties have been battling back and forth for years about ways to redistrict and I think this move scares the hell out of Republicans. Unfortunately, now it's just going to galvanize them.
