I've got the same question. I can see why people may not like Dodd because he failed in his oversight duties on the Senate banking committee to do anything to prevent the crisis.

But I don't see the bonus caps as a bad thing, in fact it's the first time they've asked the bankers for a damn thing in return for the gazillions of dollars we are throwing at them.
