That is completely FALSE.

(Just where did you come up with that 'Truthiness Crap', GZ?)

For just one thing... we know that fully 35 - 36% of the entire bottom line number for the Bill is various fast-acting TAX CUTS. So, there goes your "3%" right there.

(And, I have absolutely no trouble believed that a much higher percentage of the remaining amounts in the Bill, the spending portions, are realized before year's end then '3%'. ESPECIALLY since you have provided NO SOURCE at all for your claim!)

And we all know for certain that both CBO and GAO have *already* published their economic studies about the expected economic impacts from the Bill (although they may need a little updating now since the final amounts approved are smaller now then they were when the reports were done), and *both* of those reports calculated the percentages that they projected would be actually spent by year end 2009, and by year end 2010, etc., so the projected percentages to be spent each year should be easy to find....
