You're talking about Abu Ghraib now. That wasn't authorized and the people responsible were punished.

How many innocents were ensnared in that dragnet?

We've released hundreds of detainees after investigation found they were either innocent or not enough of a danger to continue holding. We've obviously leaned too far over on the side of leniency because a number of the people we've released returned to terrorism and killed Americans:

A New York woman was killed in a terrorist attack at the U.S. Embassy in Sana, Yemen, in September. And U.S. counterterrorism officials have now confirmed that Said Ali al-Shihri, 35, who was released from the Guantanamo Bay prison center in 2007, is the deputy leader of Al Qaeda in that Mideast country and is a suspect in the attack.
