The caps were just an example of how the politics are involved with stocks. You put caps on theses people, right or not, they will find another way to make money.

As history has shown some people are power and money crazy. With a socialistic country they all end up in government,no where else to go. Thus why they all fail(quickly). In a capatilistic (democratic) country they are divided between gov and private industry, that's why they last longer
