I had the same thought (sale). But it is also reasonable that they are working through cash payments that may be required in eight months, so as not to be forced into a position at disadvantage.

In addition, the 3% discount to par over seven months from tender closing (March) to put opportunity (mid-October) represents a 6% return on money which they need to be able to pay out next Fall.
