Underwater is not like air traffic control. It is a 3D world but there isn't a central controller. They were both being quiet and not talking to each other because that is what they do. Fortunately the Russian boats in my day we were able to find. There were still incidences however. Imagine air traffic over the east coast totally uncontrolled with the captain of each plane responsible for being on a different plane and different part of the air with every other plane on his own. You don't have that traffic in the ocean but that is what you have in the sub world.
