IMO, you'd have to make those determinations on a case by case basis.....however, I think generally if the offense is non-violent, the perp admits guilt or there is serious doubt about guilt and the perp has served at least part of the sentence imposed by a judge or jury, that would be a good place to start. I would not think it appropriate for any President to pardon anyone in his own Admin. I did not agree with all the Iran Contra pardons for instance. I guess I put the political "crimes" in a different category.
