BuSab is opposed by such organizations as the "Tax Watchers" who have successfully lobbied to grant themselves the same immunity from BuSab enjoyed by agencies such as public utilities.


So does the fictional Environmental Protection Agency enjoy immunity from BuSab? I mean, how else is it going to produce the vital Environmental Impact Statement studying the effect of a wind power electrical generation system on the seasonal migration of banana slugs?
