What is wrong with that? If they have to contact government officials because they have just found out one of their officers broke the law, so it may impact the contracting company (Compaq in this case) negatively. The partner, if not notified, has no ability to take action, like protect it's assets and reputation.

It doesn't say, "the contact shall be terminated if you contact the government".

Nice try with the spin, but I don't buy it. Business is seamy, period.
