No business person in their right mind is going to expand right now.

Caterpillar just announced Retail Machine sales were down 30% in January over the prior year. That means 70% of such sales were still happening as of 20 days ago. Worldwide, 22%/78%.

Someone is still buying. While such sales are still slowing down month by month, the right kinds of incentives might well make a difference.

I can tell you what WON'T make a difference, and that is providing free health care to people who are laid off and free money for them to sit at home watching Oprah instead of being productive. That will NOT make a difference.
