Also even if the president was properly and/or actually the manager of the economy, the policies leading to the problem happened under multiple presidents.

Under such a bogus argument no one is ever responsible. That allows anyone to rationalize away the sins of any specific leader. If you want to blame previous presidents for the mess during the Bush years - then why didn't Bush fix them when he controlled the House, Senate and he was president? As you clearly pointed out that seldom happens!
