Is it possible that some Asian governments may have subsidized fab construction as showcase development projects "to bring the country into the 21st century" and that these are part of the story of the DRAM glut we are experiencing? I believe Malaysia, Korea, Taiwan and Thailand have all subsidized such fabs. Now IBRD is being asked to help. Can we really expect the money spigot to remain open for new fabs now that the bankers are taking a harder look? And with the bankers in charge, can we expect them to know enough about the technology to make sound infrastructure investment decisions, whether it be fab upgrades or new fabs?
