Equating the chimp to Congress.

1. Congress writes all legislation.

2. The chimp was clearly identified as the author of the legislation (by the need to replace him).

There is nothing obscure about it.

That is pretty obscure. If it hadn't of been, they wouldn't have had to explain it.

They only had to explain it to racists who play the race card at every opportunity.
