Not true. Oil facilities don't run 24x7. They break down and inclement weather can cause outages. In fact, recent articles focus quite a bit on the aging oil infrastructure, which is in dire need of trillions of dollars of spending over the next couple decades to keep it working. The oil industry is in trouble, not just from peak oil. The only question now is whether we continue to funnel subsidies and massive investment into a dwindling commodity or do we channel that investment to new sources that are renewable and don't depend on the good will of countries that hate us.
