Tim! Tim! You are cherry picking your data

Nonsense. I used hard data. I can provide links to it if you don't believe me, but that shouldn't be necessary as you can look it up yourself easily.

I cherry picked nothing. You wanted to exclude Clinton so I did. I counted every portion of all of the last three Republican administrations. No cherry picking at all.

.use the starting point and ending point.

There is no single starting point and ending point, since you want to rip the middle out of the series (by excluding Clinton). When you do that you have to use two starting points and two ending points.

Can you just do that?

Why would I use faulty procedures that make no sense?

Are you ignorant about math, or are you dishonestly doing your calculations to make some false partisan point?
