"Even X says Y", isn't much of an argument for Y. The mere fact that Greenspan says something doesn't make it correct.

He's talking about the deregulation that has taken place since the early 90's

Which would mean he's talking about almost nothing. Regulation, or even just financial regulation, has increased noticeably since the early 90s.
