Accepting the stimulus money doesn't directly require permanent increases in state spending, but once the state starts covering more people, politically its very difficult to stop, just because the feds are no longer covering it.

Well, here's what the governor said, contradicting your post, assuming it's correct..

which would also require permanent changes to Louisiana law and additional annual spending.

By the way, what you said is not true...there have been temporary programs in the past and they have expired as scheduled...one i ran across specifically ended in 2003.
