Answer --- because (alt5hough I realize that the Fed is chartered as a 'private' national bank...) it ain't really 'private' any longer... if it ever was.

It is a functioning ARM of the GOVERNMENT now. a federal national bank in every sense of the term, carrying out 'government policy'... but consistent to it's OWN aims as an independent agency (nominally sheltered within the Executive), and by it's chartered powers... not as a 'controlled' arm of either the Executive or the Legislative, or the Judicial branches.
