You posted this.

Then you changed it to this.

The second statement is much weaker than the first. It is undeniable that the CRA expanded the market. However, that doesn't mean without it there would have been a much smaller market. I suppose it hinges on your exact definition of "much smaller". Does 20% smaller count? Because it looks as if that would be close to the upper limit.
