Most of the increase in spending since Reagan took office has been in entitlements. That is to a large degree beyond presidential control. Reagan inherited a military that had been allowed to run down, he handed off an excellent, built up, and modernized military to Bush. Most of that was still left for Clinton, and since the cold war ended he was able to cut it back. No other president (other than maybe Bush I, who did start the cut back, but could have taken it further) had the opportunity to offset other spending increases with defense cutbacks without causing problems. And arguably Clinton did cause problems, cutting back too much, and increasing the amount that Bush II had to add to defense once he took over.
