Granting for the sake of argument that your article is true, going back to 1999.....what did the Bush Administration do to curb this terrible abuse? Or the republican congress? They had complete control over all these rules, ya know! For years and years....

Like the deficits, if you prick the bubble early, so much easier to deal with later.
