Do you even know what the non-proliferation treaty is? It basically means you don't pass the technology or capability to anyone else.

They are not violating the treaty. They are within the parameters of the treaty.

In edit, this is 64-year old technology a teenager can look up on the internet. It's like trying to keep them from developing power windows for vehicles or panty hose for women.
