this is 64-year old technology a teenager can look up on the internet.

A teenager can look it up, but a teenager isn't going to build reactors, or vast banks of high speed centrifuges, in order to get the fissile material for a bomb. As for the bomb itself, many designs are quite complex, there are simpler ones ( en.wikipedia.org ) but even they aren't exactly the type of thing that teenagers are going to build in their garage.
