He never said "at the same time." In fact, he said we shock America into recovery, and then start spending less after the country is rolling again. Not impossible, just improbable. American canteloupes aren't canteloupes. They are musk melons. Our buffalo aren't buffalo, they're bison. But nobody ever mentions Bison Wings. <g> I hate it when people use imprecise language for food. When an English waitress asked me if I wanted bangers, I thought the morning was really starting out fun. I'm afraid what I'd get if I ever asked for a shaddock.
