People can lie under any standard, including your favorites. And lying about your thoughts and intentions is even easier to do, since its harder to prove statements about such things as wrong. But the fact that it may be hard to prove real racism, is not a good reason to call someone, or some action, racist if you can't prove it, or at least provide very serious evidence of it.
