It, and esp regulations and lawsuits comming off of it where indeed about applying pressure to weaken standards on home lending.

in fact, it made weakening the standards illegal.

There is no effective way to do that other than to have the government make decisions about home loans directly, or to spell out in incredible and very inflexible detail what standards will be accepted. Neither happened.
