How dangerous is U.S. "Prop the Banks" to the U.S. public???

Two quotes from The Spear Report

"That said, the contrast between what China is doing with its capital
and what the U.S. is doing could not be starker. While the U.S. is
spending trillions to prop up its failing banks, China is using its war
chest to secure raw materials on the cheap to support future growth."

" China is investing in oil and iron. We are investing in zombie banks.
Economies thrive or dive based on the intelligence of their asset
allocation models. Bubbles can be defined as a persistent period of
particularly poor asset allocation decisions. Whether the
misallocation is in dot coms or subprime mortgages or emerging
market countries or tulips, the result is the same: values come
crashing down to earth."

You wonder why Spear Report thinks we will eventually(over time) retrace to Market levels of 1982.
