It is also the reason that Clinton was perceived to have created a "surplus". Not because of anything he really did, but because the economic cycle did what it does from time to time.

Its funny how the economic cycle produces surpluses or nearly balanced budgets under Dem presidents while producing large deficits under GOP presidents. I guess it must have been extraordinary coincidence, or the stars aligning just so.
