You might have missed some of the 'finer points' of public policy, shorty: TWO entirely DIFFERENT VEHICLES for delivering the hundreds of Billions in tax cuts:

1) The Stimulus Bill. (Passed. It's tax cuts already enacted.)

2) The tax cuts yet to come (called for in the new proposed budget for fiscal year 2010... but which must be enacted into law through enabling legislation later this year).
