I think they were very deterred by America's strong reaction to 9/11. That's why later they attacked America's allies instead of America itself. Terrorists always go after soft targets.

Note that I don't assume Al Qaeda is acting out of intelligence or guile, so they might attack again regardless of whether it's smart for them to do so. It's like North Korea. Totally unpredictable.
