No, it's because it was much easier for them to do so. Remember, there were so few of them in the States before 9/11 that they couldn't even round up the 30 guys they wanted on the planes and only got 19. It took them 5 years to put together the 9/11 attacks. There simply are many more of Al-Qaida in Europe.
