I think they were very deterred by America's strong reaction to 9/11. That's why later they attacked America's allies instead of America itself. Terrorists always go after soft targets.

Ok, but that's a result of heightened security in the states...that is the fortress was harder to penetrate...rather than fear of retaliation for which I thought you were making the case.
