Skype computer to computer is free.

You can use it to call land lines but there is either a per minute charge or I believe you can pay a subscription to reach domestic lines.

I pay about .35/minute to call my daughter's cell phone in Switzerland using Skype.

Downside is the call quality can be spotty. I wouldn't recommend it as an everyday thing.
