Lots of handwaving. Not much in the way of facts and figures. His opinion seems to be that CRA was behind that, but Bush was also making noises about an "ownership society" and was pressuring HUD to weaken standards, saying nothing about CRA. His goal wasn't necessarily to put poor people in houses, his goal was to privatize SS and the "ownership society" was the vehicle. And it was under Bush that most of the weakening in standards occurred. Along with reducing requirements for CRA. A fact this guy tries to ignore.
