The Manhattan Project was done in secret. They had no contracting regulations, IT regulations, or bureaucratic oversight to contend with let alone politics. They did their work in house and they hired geniuses. Sure, if they handled it like the Manhattan Project they could do it, but that's against the law and it would fly politically.
