With all due respect, I can understand where you cannot program the Internal Revenue Code but computer security and levels of access has been done before.

Not on the scale required for the application you suggested. Not even close. Not on an open network.

The complexity of health care data requirements are far more difficult from a systems viewpoint than such applications as taxation.
