I saw the author of that piece on "Book TV", he was interviewed by a supreme court reporter about his book "Life without Lawyers". One of the stories they talked about was a little girl who was tearing up the classroom, but the teacher and the assistant principle wouldn't restrain her or even touch her, because of a policy put in place for fear of accusations of physical or sexual abuse. They moved around shadowing her, and eventually managed to herd her to the principles office, but she was still throwing a fit, so they called the cops who handcuffed her.
