The D's were not in charge of regulation... and couldn't enforce a damn thing. That's in the executive.

Cop out. Regulation starts with a statute. UNDER WHAT STATUTE WOULD BUSH HAVE HAD THE LEGAL AUTHORITY TO IMPOSE REGULATION ON AIG?

The Ds could have passed legislation that required it and Bush could have either signed or vetoed. But they didn't.

You're full of shit. The reality is there wasn't a damned thing Bush could have done about it, the ball was in the Ds court, and they didn't even take a swat at it.
