I wasn't talking about CO2. I was talking about pollution. Two different things. Oil and gas is used in ICE autos. That creates pollution. That pollution costs us money in ways that isn't directly quantifiable, but is legitimately an externality that should be priced into the cost of oil and gas in this country. That was what I was talking about.

CO2 isn't a pollutant in that it doesn't cause health problems directly. However, it can be harmful addition to our atmosphere if it causes things to happen that cost society money. For example, if increased CO2 causes ice to melt which causes ocean levels to rise, which causes people to have to move from coastal areas, then that is a cost we need to take into account in pricing or taxation policies related to those industries that create the most CO2 emissions. Of course, first they'd need to prove the causal chain.
