Your point relies on the false idea that taxes where low during the Bush administration. If they where, you wouldn't have had nearly as much effort put in to avoidance and evasion.

Well maybe there wasn't really a huge amount of effort. 47,000 is a rather insignificant number compared to the number of taxpayers, or even the number of wealthy people.
