Actually, it was a go when Bush is in office, suspended and under review under Obama. He does want to use it as a bargaining chip, but the Russians publicly refused to bargain. Because they know he doesn't want missile defense anyway. Why bargain for something he's going to give them for free?

He's never once said unequivocally that he was nixing the missile shield.

True. He's also not said he's going to build it either. He's undecided.

OTOH there is that video from his campaign where he promised a "peace group" to kill missile defense - not just there but completely.

BTW when are his face to face no conditions summits with each of the world's rogue leaders going to take place? Or his summit with all the heads of Muslim states? He promised all those in his first year in office. The promises I don't mind him breaking.
